Permit Type Definitions

Abandonment Permits

A Service Connection Abandonment Permit is issued to abandon an existing WSSC service connection, either water or sewer, or both, at the WSSC water and/or sewer main. The service connection pipe must be detached completely from the water and/or sewer main and the main(s) plugged.

Permit – Abandonment (NR)

This permit type is used for Non-Residential properties only and for abandonment of an existing WSSC service connection under the ‘Applicant-Built/Abandonment’ process. The abandonment work will not be performed under the System Extension Project Permit (SEP) process. Anyone (master plumber or gasfitter; developer, builder, engineer, property owner) can apply for this permit type after ePermitting registration.

This permit type is used for Non-Residential properties only and used exclusively for an abandonment of an existing WSSC service connection where the work will be performed under the System Extension Project Permit (SEP) process. Only developers, builders, or their engineering firms associated with the SEP project can apply for this permit type after ePermitting registration.

This permit type is used for Residential properties only and for an abandonment of an existing WSSC service connection under either the ‘Applicant-Built/Abandonment’ process or the ‘WSSC-Built/Abandonment’ process. . Anyone (master plumber or gasfitter; developer, builder, engineer, property owner) can apply for this permit type after ePermitting registration.

This permit type is used for Residential properties only and used exclusively for an abandonment of an existing WSSC service connection where the work will be performed under the System Extension Project Permit (SEP) process. Only developers, builders, or their engineering firms associated with the SEP project can apply for this permit type after ePermitting registration.

Fixture Credit Permit for SDC A SDC Fixture Credit Permit is issued to request a count or verification of existing fixtures in a building/structure for System Development Charge (SDC) credit purposes before the building is demolished or extensively renovated. The SDC credit is determined after verification of the fixture type and quantity in the building requiring inspection. Only a principal Master Plumber or Master Plumber/Gasfitter or their Proxies can apply for this permit type.

The SDC credit can be used to offset SDC fees due on plumbing permits after an increase in size of the meter or water/sewer service connection serving the property.

A fixture count inspection is a physical inspection of the fixtures currently installed at the property. A fixture count inspection is required when credit for more than the minimum number of fixtures is requested. A WSSC Inspection Services Inspector must verify the existing fixtures prior to gutting or demolition of the structure/building. If fixtures are not inspected and verified by a WSSC Inspector, the applicant is only eligible for the basic fixture credit. If the structure/building has already been demolished, the applicant is only eligible for the basic credit.

To receive SDC Fixture Credit, ALL PLUMBING fixtures must be ACCURATELY identified on the fixture list. The Inspection Services Inspector will ONLY COUNT existing fixtures. Any fixture, which has already BEEN REMOVED, should not be listed as existing. NO SDC credit will be granted for fixtures removed prior to the inspection.

Basic SDC Fixture Credit Request

  1. A basic fixture credit will be granted for the minimum number of fixtures required in structures suitable for occupancy. Basic fixture credit is based upon the minimum number and types of fixtures required for that property type, according to the current plumbing code. (For residential properties the basic credit is the current rate for 1-2 toilets; for non-residential properties the basic credit consists of the current rate for one toilet and one lavatory.)

  2. A fixture count inspection is not required for the following properties: Residential property with 1-2 toilets (basic fixture credit is granted) Non-Residential property with 1 toilet and 1 lavatory (basic fixture credit is granted)

  3. To receive Basic SDC Fixture Credit you must submit a completed Basic SDC Fixture Credit Request form located on the WSSC website and upload the form as an attachment with your plumbing permit application submittal.

      This permit type is used for Non-Residential properties only

    2. Permit – Fixture Credit for SDC (R)
      This permit type is used for Residential properties only

Meter Vault Only Permits

A Meter Vault Only Permit is issued for the installation of a new or abandonment of an existing WSSC outside meter setting or vault on an existing WSSC water service connection on a residential or non-residential property, respectively. This permit pertains only to work to be performed on the meter setting/vault itself and does not include any work on the water service connection itself or plumbing.

Note: For installation or abandonment of a WSSC water service connection or a combination water service connection and outside meter setting/vault please use a Service Connection Permit or Abandonment Permit.

Meter Vault Only (NR) – Abandon Meter Vault

This permit type is used for Non-Residential properties only and for the abandonment of an existing WSSC outside meter vault only under the ‘Applicant-Built/Abandonment’ process. The meter vault only abandonment work will not be performed under the System Extension Project Permit (SEP) process. Anyone (master plumber or gasfitter; developer, builder, engineer, property owner) can apply for this permit type after ePermitting registration.

Meter Vault Only (NR) – New Meter Vault

This permit type is used for Non-Residential properties only and for the installation of a new WSSC outside meter vault on an existing WSSC water service connection under the ‘Applicant-Built’ process. The meter vault only installation work will not be performed under the System Extension Project Permit (SEP) process. Anyone (master plumber or gasfitter; developer, builder, engineer, property owner) can apply for this permit type after ePermitting registration

Meter Vault Only (R) – Abandon Meter Vault

This permit type is used for Residential properties only and for the abandonment of an existing WSSC outside meter setting only. The outside meter setting abandonment work will not be performed under the System Extension Project Permit (SEP) process. Anyone (master plumber or gasfitter; developer, builder, engineer, property owner) can apply for this permit type after ePermitting registration.

Meter Vault Only (R) – New Meter Vault

This permit type is used for Residential properties only and for the installation of a new WSSC outside meter setting on an existing WSSC water service connection. The outside meter setting installation work will not be performed under the System Extension Project Permit (SEP) process. Anyone (master plumber or gasfitter; developer, builder, engineer, property owner) can apply for this permit type after ePermitting registration.

Plumbing and Fuel Gas Permits

A Plumbing and Fuel Gas Permit (Long Form) is issued for all plumbing and/or fuel gasfitting work (including installing new or replacing, repairing piping, fixtures, equipment, appurtenances, installation of inside meter yokes/settings, and hookups of water and/or sewer pipe on private property requiring inspection. Only a principal Master Plumber and/or Gasfitter can apply for this permit type dependent on the fixture type work being performed.

Permit – Plumbing/Fuel Gas (NR) – Remodeling/Additional Fixtures/Tenants

This permit type is used for Non-Residential properties only and for installation work of additional plumbing and/or fuel gas fixtures or appliances, or hookup of water and/or sewer pipe on property during renovation of existing buildings, or tenant space fit-outs.

Permit – Plumbing/Fuel Gas (NR) – New Construction

This permit type is used for Non-Residential properties only and for installation work of plumbing and/or fuel gas fixtures or appliances, or hookup of water and/or sewer pipe on property for a New Construction building with residential units or without residential units. New Construction means constructing a new building ‘hooking up’ to WSSC service connections never used before (i.e. WSSC billing account status is ‘Inactive New’).

Permit – Plumbing/Fuel Gas (NR) – Submeter

This permit type is used for Non-Residential properties only and for installation work for a submeter yoke or setting. Use this permit for all non-residential submeter installations.

Permit – Plumbing/Fuel Gas (R) – Remodeling/Additional Fixtures/Tenants

This permit type is used for Residential properties only and for installation work of additional plumbing and/or fuel gas fixtures or appliances, or hookup of water and/or sewer pipe on property during renovation of existing house or structure on residential property.

Permit – Plumbing/Fuel Gas (R) – New Construction

This permit type is used for Residential properties only and for installation work of plumbing and/or fuel gas fixtures or appliances, or hookup of water and/or sewer pipe on property for a New Construction house/structure. New Construction means constructing a new house/structure on residential property ‘hooking up’ to WSSC service connections never used before (i.e. WSSC billing account status is ‘Inactive New’).

Permit – Plumbing/Fuel Gas (R) – Submeter

This permit type is used for Residential properties only and for installation work for a submeter yoke or setting. Use this permit for all residential submeter installations.

Service Connection Permits

A Service Connection Permit is issued for a new service connection, either water or sewer, or both, to be built from the WSSC water and/or sewer system. A service connection is the segment of pipe from the water and/or sewer main located in the street (Public Right-of-Way) to the property line OR from a WSSC main located in a WSSC easement to the edge of the WSSC easement.

Permit – Service Connection (NR) – New Connection/Upgrade

This permit type is used for Non-Residential properties only and for the installation of a new WSSC service connection under the ‘Applicant-Built’ process. The new service connection work will not be performed under the System Extension Project Permit (SEP) process. Anyone (master plumber or gasfitter; developer, builder, engineer, property owner) can apply for this permit type after ePermitting registration.

Permit – Service Connection (NR) – SEP Use Only

This permit type is used for Non-Residential properties only and used exclusively for the installation of the new WSSC service connections where the work will be performed under the System Extension Project Permit (SEP) process. Only developers, builders, or their engineering firms associated with the SEP project can apply for this permit type after ePermitting registration.

Permit – Service Connection (R) – New Connection/Upgrade

This permit type is used for Residential properties only and for the installation of a new WSSC service connection under either the ‘Applicant-Built’ process or the ‘WSSC-Built’ process. Anyone (master plumber or gasfitter; developer, builder, engineer, property owner) can apply for this permit type after ePermitting registration.

Permit – Service Connection (R) – SEP Use Only

This permit type is used for Residential properties only and used exclusively for the installation of a new WSSC service connection where the work will be performed under the System Extension Project Permit (SEP) process. Only developers, builders, or their engineering firms associated with the SEP project can apply for this permit type after ePermitting registration.


Meter Type Definitions

Following are WSSC Water meter definitions and description of the meter’s function:

  • A Domestic Main Meter is a WSSC Water meter used to measure WSSC water use on property.
  • A Domestic Main Meter on Well/Other is a WSSC Water meter installed on the water service where water is not supplied by the WSSC Water system but sewage disposal is handled by the WSSC sewer system. This WSSC Water meter measures water use on property to determine volume returned to the WSSC sewer system.
  • A Submeter is a WSSC Water meter used to measure WSSC water not returned to WSSC sewer system.
  • A Meter Replacement is a WSSC Water meter used to replace an existing WSSC Water meter due to the need for either a relocation of, or an increase/decrease in size of an existing WSSC Water meter.
  • An Additional Main Meter (Meter Only) is a WSSC Water meter used to measure WSSC water use on property, and shares an existing water service connection with one or more WSSC Water main meters and requires a separate WSSC Water billing account.
  • A Hose Bibb Meter is used to measure WSSC water use on property that does not return to the WSSC sewer system and requires a separate WSSC Water billing account.
